Server doesn't react to Foobar2000 being closed #4

Server should notify the user via web UI when Foobar2000 is closed and connection to control server can't be established.

Partially implemented in current revision (commit ba34d4467e677672a4043e10983ea2247e80d59e). Still buggy. Scheduled for first release, and README needs to be updated.
