This is a preparation PR for my rewrite of process creation in the Windows runner.

Many unrelated changes in the same PR again. Please stop doing that.

I'm so sorry, really. I'm NOT ignoring you. It's just a kind of bad habit that is difficult to overcome. Just don't start review in future if it happens again: just write "split by more commits".

Fixed issues and separated #85 and #86 from here. Now this PR only removing dead code. Please review.
