OC HCA updated their dashboard on 6/25. Since then, the testing data has been off. See this Reddit post for more details:

I think I found the new data source I was looking for on the OC HCA ArcGIS server:

• Click query.
• Fill in the following fields:
  • Where: daily_test_repo IS NOT NULL
  • Out Fields: *
  • Order: date
  • Format: JSON
• Click Query (GET)
