OC HCA did not report any data on Thanksgiving. #43

It's causing issues with daily export. Row for date is missing.

Resolved

Fixed by changes in PR #44.

Required a series of minor changes to handle gaps in data when OC HCA skips reporting for a day as happened this week with Thanksgiving.

We'll see how resilient the changes are, probably around Christmas.
