I'm a Tunisian Phd student i've send a request via

but i dont get a response untill now

Unfortunately, the procedure we must follow when issuing hardware-design 
licenses is manual. It involves identity verification, paper documents, and 
signatures.

For this reason we're not able to process license requests from individuals, 
only from organizations (such as companies and universities). To be considered, 
requests much come from persons who are able to sign on behalf of their 
institution.

Sorry you've had a frustrating experience. I've updated our "hardware" page to 
(hopefully) make this requirement very clear.
