Not an IANA standard #886

Issue 15 was discussing whether to use application/webm or video/webm... but 
webm itself is not an IANA standard, which is causing problems for other 
projects that try to rely on standard definitions, as opposed to guesses about 
the de facto situation.

For example, http://bugs.python.org/issue16329

Note that I am explicitly not taking a position on Video vs Application vs 
whatever, or on when the more specific types should be used; simply defining 
Video/webm (with an acknowledgement that more specific types may be appropriate 
in some cases) would be sufficient to resolve that issue.

The registration of WebM's MIME type(s) with IANA ( 
http://www.iana.org/assignments/media-types/media-types.xhtml ) would be 
appreciated.
