Goal for this MR is to use:

docker-compose to run a postgresql db
Tortoise ORM to store simple information in the db, ensuring a small CRUD example works.

Doing some of the tutorial from testdriven.io in this branch (implementing the CRUD endpoints for summaries). I'll remove bloat endpoints when I'm done and got it all working. :100:
