Add dog list subcourt policy #2

A very simple policy for the first test runs. § 1 needs discussion, however. Maybe "beyond resonable doubt" is to hard too prove and it is usually used in criminal trials only.

The way Federico described it, there is a dog list and somebody could try to submit a cat. I will change the policy according to this information.

Yeah, it's the same except it's Shiba Inu in reference to Dodge coin. But the idea is similar.
