updated arbitratorExtraDataId to uint64 for more security

I didn't understand your last comment of the issue, the one refering to check if accountId exists, if you could explain that again, thanks.

Looks good, you have to fix the tests though

You should add a test to verify that it reverts when you try to create a list with a governorId that doesn't exist
