Serve dev version of the site separately #4

We'd better have 2 or even 3 instances of bgmaps running on different sites:

Official release version, that is redirected from explosion-team
Current version (for our testing purposes only) based on the current sources.
Pre-release version based on the current sources of the next release branch.

Heh, it was configured already. 1.bgmapstest.appspot.com -- unused version. 2.bgmapstest.appspot.com -- default version accessible from explosion team site.

3.bgmapstest.appspot.com -- DEV (app engine branch)

Oh, cool!

But there are some issues:

Can we have more descriptive names for them? Like prod, dev and beta (for 1, 2, and 3 from the bugreport)?
There is a weird problem: direct links are not accessible for 1 and 3: http://1.bgmapstest.appspot.com/bgmaps/event.html#dvg2011 - this shows 404 Removing "bgmaps" folder from the URL makes it work. It might be connected with https://github.com/klikh/bgmaps/issues/5
Sometimes (not always) http://1.bgmapstest.appspot.com shows the Google Maps key error.

Hm, that strange, I've specified '.bgmapstest.appcode.com/' in google api console... Anyway, I've added 1., 2., 3. to the list of allowed sites let's see if it helps.

Fixed, all changes are available at beta.bgmapstest.appcode.com

Currently version "2" is default version for bgmaps.explosion-team.spb.ru, but after verification of issue #2 it will be changed to version "release".
