leaflet map div "jumping" before locking #57

When scrolling down on the users and groups pages, the page will jump back to the top the first time the map container attempts to lock to the top of the page. After this, the page acts as expected

Making the page much taller (adding a div at the bottom with a height of a couple thousand pixels) stops the jump, but I haven't figured out why
