Basic description of the repository was deleted from README but is needed. Task: add a basic description of the repo (what it does, why it does it and what it's used for, who did it (and/or did what), etc.

Nice catch it looks like I got confused on which README.md file I was editing as there are two files:

./partitions/README.md

and

./partitions/rpartitions/README.md

I'll go ahead and change the text in ./partitions/README.md back to the text from commit 02575f7042b15bdf5505142b7040ee3348a999bf
