On Ubuntu 18.10, Atom 1.32.1, character-table 0.4.3 .
Hitting ctrl-k " 6 (Vim digraph for opening curly double quote “ ) inserts ““””.

I don't mind that Atom automatically inserts the closing quote sign, but I do mind that each quote is inserted twice.
Same issue with angle brackets : ctrl-k < < inserts ««»».

Modified the title as I realise that this problem is for every character: ctrl-k e ' inserts éé instead of just é

OK, never mind, it's not happening any more. No clue why.
