Mac reporter app doesn't focus the window when the dock icon is clicked #312

What steps will reproduce the problem?
1. Crash something that uses the breakpad framework
2. Switch to another app
3. Click on the dock icon for the reporter

The reporter app comes to the front, but the window isn't focused.
