[BUG] Vehicles return to depot at loading save. #273

When I load a savegame, a lot of PT vehicles return to the depot as soon as the simulation starts, and new ones go from the depot to replace them, without me changing the number of vehicles on the lines. After that, PT functions normally.

To reproduce, simply plop down a bus depot, make a bus line and run the sim for a while until all the vehicles are on the line. Then, save and exit to desktop, and load the save again. Some buses should start going back to the depot, and new vehicles should go back from the depot to replace them.

Couldn't reproduce in current version. Reopen if persists
