Design landing page #37

Design a new landing page that provides information about the app, how it works, open data limitations, and provides a way to share information.

Wireframes are the place to start here. There are $ tools that people like, ex., Balsamiq. I use Google Drawings.

You might be able to work on some of the landing/about (#31) using Github pages, too. Look in this repos Settings. I think you have access. LMK if not.
