Provide Virtual Test/Development Machine with Vagrant and VirtualBox #34

In order to simplify the steps to set up a Test/Development Machine for graveio while also encouraging users to give it a try, I suggest to add the infrastructure to do so.

This could also help in solving the "Works on My Machine" issues.
