Add Functions to Parse Public and Private Keys to/from PEM #17

This should show up in the config as follows:

type: public/private location: absolute location on local file system name: unique name for the key

This will not be necessary. Instead, a path will be specified to the Entwine process descriptor. This absolute path will be the path to the PEM.
