Fix Sphinx Documentation

Right now the Sphinx documentation isn't showing the members of each submodule.

• [x] Get Sphinx to render member functions for each submodule

I've added documentation for almost every component of the library but there's still issues with getting readthedocs to render it all.

Had to add Tonic and Torchvision to requirements.txt.
