I have the same issue, although you don't have to full screen an app to see this, you can also see it just by having a second monitor plugged in. I have 3 monitors and SpotMenu is only ever visible on the monitor currently in focus. The space for it is there on all the monitors, but on non-focused monitors the space is just empty. I can see the icons to the left and right of it, but SpotMenu itself is just gone.

now that macbooks have a notch, this is a dealbreaker for me since I'm often focused on my macbook but want to know what is now playing - this never fits on my mbp screen so I would always want it on the other screens.

Description
I have a Macbook and I usually use it with a second screen attached. I frequently full screen the apps in the second screen to make use of the whole real estate.
When a full screened app in a screen is focused, SpotMenu is only visible in that screen's top bar but the top bar itself is not visible because, well, it is full screened.
Perhaps an option to choose to "show SpotMenu on another screen (when exists) if the focused screen is full screened" would fix this and it'd definitely work for me.
