Preferences Dialog #7

Add Preferences Dialog. Make language for comments (#6) either English or translated. Allow to save options to osm.org via API (https://wiki.openstreetmap.org/wiki/API_v0.6#Preferences_of_the_logged-in_user)

Currently, I don't see a reason for a Pref Dialog anymore, I'm using the local language for texts, thus there isn't much to configure anyway.
