Updated Restic version to 0.17.1

There's a number of changes in this PR that are not related to updating the version. I've created a separate commit to update the version (#7f520e3). I'll look through the changes here; a lot of these appear to be duplicates of other PRs. All good ideas, but I can't take this set of changes as is.
