Publish dynamic plugin #69

Changes

Publish the dynamic plugin as a separate plugin
Tested here in my copy repository: https://github.com/aliok/backstage-plugins-no-fork-test/actions/runs/9462121043/job/26064373357
- Release scripting is exactly the same.
- Package names are different.
- Ended up publishing the packages here: https://www.npmjs.com/org/knative-tmp

Merging this will provide releasing of the dynamic plugin with the name: knative-extensions/plugin-knative-event-mesh-backend-dynamic
