Documentation for Best Practices on Dispatcher HPA #1172

It would be very helpful to have documentation on what are the best practices to enable HPA on the dispatcher. Does it support horizontal scalability, does the Kafka configuration need to be modified? Or is there additional development that the service needs? What about other components?
