Copy OWNERS_ALIASES from knative/community; fill in OWNERS files #67

Convert CODEOWNERS to OWNERS files per https://github.com/knative/test-infra/issues/2751.

Do not delete CODEOWNERS until the migration is complete and Prow is switched back.
