Solve for sync files across repos. #58

On a schedule the toplevel file(s) from https://github.com/knative/actions/issues/57 should be synced across repos. Use either a file-syncer GHA or knobots whatever the decision, this should be documented in actions repo and made clear on how to do this. Link to documentation in header of toplevel file(s).
