Metrics: Data Plane metrics for InMemoryChannel #1818

Problem We need to add data plane metrics to the InMemoryChannel. We can start with simple event_count metrics, as done for example in the Broker.

Persona: Contributor, Operator

Exit Criteria A manual test that the metrics are being sent to at least two monitoring backends, prometheus and stackdriver.
