Broker ingress constantly scaled up and down in 0.14.0 #406

Describe the bug About every 30 seconds broker ingress is scaled from 1 to 2 and then about 30 seconds later it's scaled from 2 to 1 over and over in a loop. Currently, there are no brokers in the system.

Expected behavior A more stable broker ingress scaling.

To Reproduce install eventing 0.14.0.

Knative release version 0.14.0
