Drop istio head from periodic test #3855

The istio-head was dropped https://github.com/knative-extensions/net-istio/pull/1053 However periodic test keeps running as https://testgrid.k8s.io/r/knative-own-testgrid/serving#istio-head-no-mesh

This patch removes it.
