Fix broken link and consolidate instructions #326

Changes

The DEVELOPMENT.md file had links pointing to https://knative.dev/help, when it should be https://knative.dev/docs/help.

I removed the list of links and used the top link instead so that if doc related changes happen to the file/link structure on the docs repo we don't have to change it here as well.

Since the content is now so short I consolidated the instructions into the readme.
