Hi @kaitlinmgold, @sporangia, and @nikitagambhir,

Sort of sounded like people were playing hot potato on this project, and I had some ideas I wanted to put somewhere before I forgot, so I created a new repo. See the file "hints.md" for some suggestions on how to use git. I've created an appendix for R resources. And I've made a first attempt at a proposal. Take a look when you get a chance and feel free to fork it and make changes.

Hello - the proposal and Nikita's changes look good to me!
