Globalise segments are currently 'token + whitespace'. Outside tools such as
TAV now need to concatenate these in order to show a bigger 'context'. It is
suggested that Broccoli perform these join operations. Is this what we want?
Should this be TR functionality instead? Separate tool? Which operations are
needed on segments and where should these be implemented?
