Google CSE settings not used in theme #1

The settings have the CSE configuration variables, but they are used in a custom module made by Tim in SOE.

Probably need a conditional function to output standard Drupal search UI in the top-right if the CSE settings are not in the theme settings. If they are, then output standard Google CSE form with theme settings variables.

(I hope this still makes sense we I finally get back to this issue)

We'll leave this as is for now and look at it for a future release.
