ELI 994 participants didn't receive A AND B2 certificates prior to W15 #39

I (Ryan) am just describing the problem; Meg will decide the priority.

Starting in winter 2015, students who completed ELI 994 were awarded certificates for both A and B2, which is what we want to happen.

Prior to winter 2014, ELI 994 completers only received A certificates. It is possible for Jeri or me to fix this on a case-by-case basis by deleting an individual's A certificate and re-marking her attended, in order to generate both certificates. However, doing this manually for all ELI participants prior to winter 2015 (but within our 5-year expiration grace period) is quite a bit of work.

How much would it cost to fix?

Ryan - I'll take a look at it tomorrow (Wednesday) and provide an estimate to Meg.

I have a plan for how it could be accomplished but it is on hold for the moment until it's priority can be determined and priced.
