Add htmlproof back to Travis.ci testing script #5

I need to resolve the issues failing the build:

[x] canonical link fails until post is committed to live (needs to work with local links)
[x] # anchor placeholders fail

I think I can fix this by creating a _config.yml for testing environments and spinning up Jekyll build with a proper base url that properly resolves connoixal links.

I may need to add a config option to ignore the # anchor link in the navigation stuff.

Fixed these items but I should create a Rakefile and _config-test.yml for the testing stuff.
