Fixes #153 and #56, edits out of date info in static commands, and adds in new features for the new staff accountability channel.

Once someone reviews this I'll go ahead and merge 👍

Seems like there's a spacing issue in clans.test.js, will take a look and update. Review should still be valid outside of that.
