Sometimes someone leaves a group before you can ban them, or you have a spammer going around the site, and you want to proactively stop them from joining your groups.
How about adding an option to block someone that hasn't actually joined the group yet from joining?
As an admin of a number of groups that are always targeted by site spammers, I'd get good use out of this.
