Visual Studio 2017 project files #4

I updated the Visual Studio project files to the latest Visual Studio 2017 version and cleaned up the project files a bit. I provide the changes here in the hopes that someone (e.g. at RareWares) would provide binaries for libfaac. If desired, I could also move the project files to the "project" folder. I could also try to port the frontend or the plugins, just drop a word. Thanks!
