Allow configuring the mining speed of custom blocks #101

Currently, all custom blocks can be broken quickly because they are just mushroom blocks. It is apparently possible to manipulate this time by giving haste or mining fatique potion effects to players right before they start mining the blocks. Perhaps even configure it based on the tool being used...
