Consolidate internal tools #125

Move all internal tools under a /staff path. Make a standard layout and apply. Make a menu of tools.

Worth considering: expand this to a system that pulls course proposals, location tracking, and session planning into the main site, moving there from Google Docs.

Would likely need an alternative interface; the built-in admin backend probably won't suffice.
