Restrictions on provenance (and pubinfo) templates #21

Assertion templates should be able to specify which provenance templates (and pubinfo templates, once we have them) can be applied with it. Now it's unrestricted.

Default provenance templates and required pubinfo templates are now supported with commit 0db5e8aa1207d6c671f077231d97327ae4366bed. We'll see whether we need more than that.
