Updated templates are not recognized without manual refresh #75

When a template is updated, a manual refresh via the Publish tab is required, for the new template to show up in the list and also for it to be recognized when a nanopub using the old template is updated.

Done with fb94bd5b12059bf33d2ad6c3627c8657c908f6eb (needs some more testing...)
