Fully implement the loading of core nanopublications #1

This involves processing agent intros and endorsements to decide which agents/pubkeys are qualified to be included. For these the core nanopubs (intros and endorsements) are loaded.

Done. Will have to be revisited to connect to peer Nanopub Registry instances, instead of to Nanopub Query instances.
