Adjust Annotation/Reannotation Behavior

Depends on outcome of #1217 - confirmed that memory spike and cvr runtime occurs during annotation step of CVR Fetcher

Done Condition (What do we need? Why do we need it? Keep this is small as possible!)

• [ ] Reannotation for "failed" variants is more granular -- don't reannotate variants that will never have a response
• [ ] Implement solution in GNAP codebase (?)
• [ ] ^ Check how to integrate Xiang's successfullyAnnotate response field (and if that' deployed to internal GN)
• [ ] Discuss possibility of attaching version (but do not implement) - plan longterm solution
• [ ] Adjust MAF to have a successfullyAnnotated field (?)
