SO_COMMENTS formatting issue #1239

Ambar from AstraZeneca reached out with a formatting issue regarding SO_COMMENTS:

There are sometimes quotation marks, which put the samples in a separate category instead of the one without quotation marks.

e.g. "Note: Low tumor content" is there 1000 times. " "Note: Low tumor content" " is there 4 times.

Looked into issue on 1/25/24 but couldn't find the same behavior in the data files or our cBio instance. I reached out to Ambar for clarification on 1/25

Follow up from Ambar on 2/1/24 - the issue is on the AZ side, not MSK side
