backup process for cdm-metadata file #1280

The file /data/portal-cron/scripts/cdm_metadata.json on pipelines3 is not backed up or persisted anywhere. Updates to this file occur periodically, so the production file should be checked against a saved copy periodically and copied to a safe location (s3?)
