Private EKS Cluster (666*) account uses latest cluster version (or at least v1.22) - see if this can be done with new DevOps hire

[x] New cluster deployed to both prod and dev account - cbioportal-production-green
[x] Clone keycloak DB into RDS
[x] Create nodegroups
[x] Deploy keycloak to "beta"
[ ] Deploy session redis x 5
[x] Deploy persistence redis
[ ] Deploy secrets configmaps
[x] Deploy ingress
[ ] Adjust load balancer in route53
