Added static flag to skip protobuf generation and put out a warning in stdout in rr build.rs
Renamed the function signature for rr to be infallible for the static feature flag
Ran cargo update && cargo clippy --fix

@LuisOsta , I've moved this PR to draft as the underlying solution was resolved in https://github.com/knox-networks/ssi/pull/142

SSI is now playing nice with Nix 😄, take a look at the discussion thread linked in the PR above for more context on OUT_DIR.
