Adding an additional time zone option for Adelaide / South Australia or the ability to manually specify a timezone string via a text box for ntp.

What steps will reproduce the problem?
1. Setting the time zone for Adelaide / South Australia (There is no 
Adelaide / South Australia, so Darwin / NT is used)

What is the expected output? What do you see instead?
Adelaide / South Australia is in the same time zone as Darwin / NT, however 
Adelaide have daylight savings which means there is a hour difference for 
half the year when daylight savings is in effect. Ideally being able to 
either manually enter a time zone string like "CST-9:30CST-
10:30,M10.4.0/2,M3.3.0/3", or having it as a menu option in the time.cgi 
script would fix this issue.

What version of the product are you using? On what operating system?
