Docs - Freestyle, custom, etc.? #25

How do we want to document these modules? The design system and Ember addon(s) should all be documented in a similar fashion; in the past we've used ember-freestyle, but we also have a history of building "custom" apps that show off the functionality. This should probably be decided before we get too far into this project so that we can add "building documentation" as one of the requirements for a PR.

We're going to use ember-freestyle to create documentation similar to the existing knoxville-utilities-board/ember-nrg-ui project.
